Hebei Province has introduced measures to foster innovation and development in foreign trade, comprehensively empowering the upgrading of foreign trade in industrial equipment
To continuously advance the high-quality development of foreign trade and foster a new development pattern featuring dual domestic and international circulation, Hebei Province has issued the "Measures for Promoting the Innovative Development of Foreign Trade in Hebei Province." Leveraging its unique industrial strengths and fully implementing national directives on foreign trade development, the province has introduced a comprehensive, systematic support framework covering ten key areas—including market expansion, industrial upgrading, enterprise cultivation, trade quality enhancement, and customs facilitation—to vigorously drive "Made in Hebei" products and equipment into global markets.
The policy explicitly calls for optimizing the layout of international markets by leveraging the advantages of the RCEP agreement to deepen economic and trade cooperation with regions such as ASEAN, Japan, South Korea, and Australia, while implementing streamlined customs clearance procedures. At the same time, it promotes innovative client-acquisition models—utilizing digital tools like 5G and big data to vigorously develop online exhibitions and country-specific trade events—and employs diverse formats such as "Silk Road Tours" and "exhibitions-within-exhibitions" to help local enterprises precisely connect with overseas clients. Furthermore, it establishes overseas market databases and legal support platforms to mitigate the risks associated with market expansion abroad.
Regarding regional and industrial layout, Hebei Province is establishing a new pattern of coordinated, open development across the entire region. Leveraging the distinct development roles of the Xiong'an New Area, the Northern Hebei Green Demonstration Zone, coastal port areas, and the Central-Southern Hebei industrial belt, the province provides targeted support for the export of competitive products such as high-end equipment, energy-saving and environmental protection technologies, and new building materials. Simultaneously, by harnessing the exemplary role of the Pilot Free Trade Zone—and utilizing areas such as Caofeidian, Zhengding, and the Daxing Airport zone—Hebei is fostering new business formats like bulk commodity trading, bonded maintenance, and cross-border trade, thereby invigorating the region's foreign trade.
The policy places a strong emphasis on cultivating foreign trade entities. On one hand, it aims to scale up and strengthen leading foreign trade enterprises in sectors such as equipment manufacturing and biopharmaceuticals, establish industry import-export alliances, and create foreign trade entities with annual revenues reaching the ten-billion-yuan level. On the other hand, it vigorously fosters "Little Giant" foreign trade enterprises—characterized by specialization, refinement, distinctiveness, and innovation—and encourages small and medium-sized enterprises (SMEs) to join forces in expanding into overseas markets. Concurrently, the policy entails ongoing support services for businesses, the implementation of tax and fee reductions and job-retention subsidies, and the optimization of customs services, all designed to help small and medium-sized manufacturing enterprises overcome difficulties, boost efficiency, and expand their international market presence.
Regarding the optimization of product and trade structures, Hebei is making every effort to drive the intelligent and green technological upgrading of traditional industries. The province encourages equipment manufacturers to enhance quality by benchmarking against international standards, supports their participation in setting industry standards and obtaining international certifications, and aims to increase the added value of complete equipment exports. At the same time, Hebei continues to optimize trade patterns by strengthening general trade, upgrading processing trade, and promoting the integrated development of domestic and foreign trade; it is also implementing the "same line, same standard, same quality" initiative to facilitate the dual circulation of export products across both domestic and international markets.
Furthermore, the province is continuously refining its foreign trade support systems and upgrading national- and provincial-level foreign trade industrial bases. It is promoting innovative customs clearance models in comprehensive bonded zones and—leveraging the strengths of ports such as Huanghua and Tangshan—optimizing logistics for large-scale equipment and multimodal rail-water transport channels. Efforts are also being made to vigorously develop new business formats like cross-border e-commerce and market procurement trade, improve the network of overseas warehouses and after-sales service centers, and expand export credit insurance coverage, thereby reducing costs related to logistics, capital, and risk management for enterprises expanding internationally.
This comprehensive policy package addresses multiple dimensions—including markets, enterprises, products, logistics, finance, and customs clearance—to lower operating costs for foreign trade enterprises across the board. It provides robust provincial-level policy support for expanding exports and establishing a global market presence for industries such as the manufacturing of eco-friendly, intelligent equipment (e.g., shot-blasting machinery from Botou), thereby driving the high-quality development of Hebei’s high-end equipment foreign trade.
